The beautiful art of tattoos will get a new life in Norfolk with officials planning to lift the 54-year-old ban on tattoo parlors. The ban was imposed in 1952. If the Norfolk’s Planning Commission approves the scrapping of the ban, artists can start inking but not before taking written permission from the City Council and the Health Director.
